Prior to being assigned as the General Manager of the Pacific Aviation Safety Office (PASO) in Port Vila, Vanuatu in May 2014. Mr. Barnett served with the Federal Aviation Administration (FAA) International Office of Aviation Safety, Flight Standards Division for approximately 25 years, where he has worked a variety of technical and management positions. Mr. Barnett was also assigned to the Middle East-North Africa, as the Senior FAA Representative, based in Abu Dhabi, U.A.E. where he served for five years and was responsible for sixteen countries in the Middle East. Roy has also managed the FAA code share safety program for Flight Standards, which included over 180 air carriers and was assigned as the Assistant Manager of the New York International Field office in Jamaica, New York. Most notably, Roy was one of the first FAA employees to be seconded to the International Civil Aviation Organization (ICAO) Universal Safety Oversight Audit Program (USOAP) where he served as a Senior Auditor and Program Manager from 1996 to 2004, acting as a principal architect/instructor and participating in over 160 ICAO safety audits around the globe.
Roy has earned a bachelor degree in Criminology, from the University of Tampa, Tampa, Florida and a B.A. degree in Asian Studies, University of Maryland, College Park, Maryland, He has also earned a M.A. Degree in Psychological Counseling, Ball State Univ., Muncie, Indiana as well as a M.A. Degree in International Business, Webster University, St. Louis, MO.
